I planted seeds, but now?? HELP!!?

I planted herb seeds according to zone directions and all.. They have sprouted and the basil is the only one that looks halfway decent.. All of the seedlings (basil, catnip,cilantro,dill, chamomile, lavender, and rosemary) are about an inch tall, but have stopped growing, and wont stand up!! (laying flat against the soil) They have their first true leaves... HELP!!!! I am worried that they may not of gotten enough sunlight.. Could this be the problem??
