Germinating seeds in paper towel, Light or Dark?

Hello, I really like to garden and grow things, the only problem is I don't have soil right now so I thought I would try something new. I decided to put a few basil seeds in a paper towel and into a plastic bag. Then I taped it up to my window. Should the seeds be getting light, should I have them in a dark area or does it matter because I plan on doing this with the rest of my other seeds which are; broccoli, parsley, and oregano. After this Im going to grow them in water, or I may just buy soil. So should they be in the dark or light
