Theoretically speaking: If one gave a roomy $100 toward cable and that same month, the cable was turned off...?

by the same roomy that the $100 was given to specifically for cable-is money owed back to the payee? What if the payee had not been putting any money toward the cable for say, almost three years, and a cable bill was accidentally skipped one month and was more than $200-do you think the payee should just chalk it up and count it as money paid back to the roomy and stop whining over the little $100?
